🇵🇭 German Pension Refund for Filipino citizens

A contract in a German hospital, a season on a cruise ship, a few years at a Frankfurt desk — whatever brought you to Germany, up to 9.3% of every gross paycheck stayed behind in its pension system. If your German record holds fewer than 60 contribution months, that money is claimable: as a Filipino citizen you qualify once at least 24 months have passed since your last mandatory pension contribution in Germany, the EU, the UK, Türkiye or an ex-Yugoslav country, and you live outside the EU and the UK. Your SSS contributions in the Philippines never block the claim and never restart the waiting period — and living in the Philippines, the USA, Canada, Australia or almost anywhere else outside the EU and the UK keeps the route open. (Only India is different: residence there pauses the claim for anyone without Indian citizenship.)

Who can claim a German Pension Refund as a Filipino citizen?

As a Filipino citizen, you can claim a refund of your German pension contributions if you meet all of the following:

  • You live outside the EU, the UK and India. Any other country — the Philippines, the USA, Canada, Australia, the Gulf states — qualifies. (India is the one special case worldwide: living there blocks the refund for every nationality except Indian citizens.)

  • You contributed for fewer than 60 months in total. Every month you worked in Germany counts, including months credited for unemployment benefits or child-raising periods. Reach 60 and the lump sum is off the table — those months have bought you a German old-age pension at retirement age instead, payable wherever you live. Under 60 monthly contributions, the route is open.

  • At least 24 months have passed since your last mandatory contribution. The clock starts from the last contribution month itself — not from your deregistration date. One insured day makes the whole month count.

  • You do not hold a German, EU, EEA, Swiss or UK passport. Even a second passport you have never used blocks the refund.

  • Your SSS contributions in the Philippines never affect the German claim — they do not block it and do not restart the 24-month wait.

The 60-month rule explained

Unlike citizens of Bosnia, Montenegro or Turkey, Filipino citizens are subject to the 60-month cap. Here is what that means in practice:

Under 60 months contributed — you can claim the full lump-sum refund of your employee share, once the residence and waiting-period conditions are met.

60 months or more — the refund is no longer available. Instead, you have earned a German old-age pension, which will be paid to you at retirement age no matter where in the world you live at that point.

Not sure how many months you have? Every month you worked counts — even a single day in that month. Periods of unemployment benefit and child-raising credits also count toward the total. Our free eligibility check gives you a preliminary indication in about a minute, and we review the official insurance record during the managed process where required.

How much can Filipino citizens claim?

Our retained completed paid cases for Filipino citizens show an average refund of €7,615 and a median of €5,902 (2026 Q3 calculation); across all nationalities, completed refunds in our retained records run from under €200 to over €53,000.

You receive back 100% of the mandatory contributions deducted from your salary while employed, and 50% of any voluntary or self-employed contributions you made. The employer's matching share is never refunded. Clients living in the Philippines form their own measurable group in our records: our retained completed paid cases for clients living in the Philippines show an average refund of €6,417 and a median of €5,121 (2026 Q3 calculation) — a residence figure, tracked separately from the Filipino-citizen average above.

Since 2018, the contribution rate has been 9.3% of gross salary up to the monthly ceiling (€8,450 in 2026; €8,050 in 2025). Earnings above that ceiling were not subject to pension deductions and are not included in the refund.

What are the costs?

Nothing upfront and no minimum: our fee is 9.75% of the refunded amount, capped at €2,500 including VAT, and it covers the agreed managed administrative scope, including our partner law firm's support within that scope. Separate representation in an objection, appeal or court proceeding is not included automatically. Ordinary German letters, pension-office requests and the refund decision? We explain and translate them into English as part of the managed service — working explanations rather than certified translations, which require a separate agreement. You pay only after your refund has actually been transferred; if the refund is €0, there is no fee.

What documents do I need?

The list is short:

  • your valid Filipino passport;

  • your German pension number (Versicherungsnummer) — this guide shows where it hides;

  • roughly when and for whom you worked in Germany;

  • your current address and the bank details for the payout;

  • your deregistration certificate (Abmeldung), if it survived the move.

Gaps are normal after years abroad. We can help recover your pension number, and German deregistration is available as an optional €50 add-on (including VAT). Your insurance record is not homework either: we obtain and review the relevant account information during the managed process where required.

Is the process fully digital?

Most clients complete their entire part of our managed process digitally — intake, signatures and document exchange happen online, and we handle the pension-office correspondence within the agreed scope. Plan for one offline moment: the Certificate of Life and Nationality. We prepare it for you; a notary or another authority accepted by the responsible pension office then confirms your identity and signature. Online notarization is often accepted, a local notary works just as well, and any local notary or certification cost is borne by you. And when DRV Oldenburg-Bremen is the office responsible for your refund, we prepare the power of attorney and payment declaration and ask you to send us the signed originals — a limited exception rather than the rule.

Filing on your own from abroad is a different experience: the pension office then generally requires paper originals, because ordinary email is not an identity-safe filing route.

Is a German bank account required?

Not at all. Refunds we manage are paid into the escrow account operated by our German partner law firm; once the agreed fee is deducted, the remaining balance goes to the bank account you nominate — Philippine accounts included. A third-party account can be used where the required account-holder declaration and compliance checks are satisfied. Account-holder checks, international sanctions and banking restrictions can limit where — and in which currency — the money can be sent.

A note on safety

We do not use personal agents or local representatives to collect claim documents or manage claims. Approved affiliates may link to our website or, in limited cases, send us basic contact details — they never handle the claim itself. If anyone claims to represent us, verify the contact with us directly at refund@germanypensionrefund.com before signing or paying anything.

How long does it take?

More than three quarters of our 300 most recent completed refunds reached the client escrow account within three months — 229 of 300 (76.3%) within 90 days of complete submission — see the full data and methodology. Individual processing times vary. The pace is no accident: complete files, the right office from the start, and professional follow-up make a process designed to avoid preventable delays.

The decision itself sits with the responsible pension office, and offices differ — workloads and internal checks stretch some cases. In our latest 300 completed refunds, 93.3% reached escrow within six months; the rest simply took longer, without any loss of entitlement. German law can provide 4% annual interest from the seventh calendar month after a complete application — waiting, at least, is never uncompensated.

While a claim is active you hear from us regularly: we monitor known response deadlines within the managed scope and send you a status update at least every four weeks, including the honest "no news from the office yet" kind. Should a case ever sit unreasonably long, an inactivity action (Untätigkeitsklage) can become available after six months as a case-dependent last resort — in our operating history, none has yet been required.

Did your spouse or parent work in Germany?

German pension contributions don't vanish when the contributor dies. If your spouse, registered partner or parent passed away with a German record under the five-year qualifying period, the contributions themselves can be refunded — the spouse or registered partner has first claim, children come next. No waiting period applies, but the window is real: the claim lapses four years after the end of the year of death. Where the record reached five years or more, the contributions stay in the system and can fund a German widow's or widower's pension instead — payable in the Philippines like anywhere else. More on each route: German widow's pension guide → · survivors chapter of the complete guide →

Can I return to Germany after applying?

Yes. Receiving your refund only clears your past contribution record. If you return to Germany and work again, a new pension record starts from zero — your refund does not affect future employment, visas or pension entitlements.

When can you apply?

The waiting period is 24 full calendar months, measured from your last mandatory pension contribution in Germany, the EU, the UK, Türkiye, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia or Serbia — the last month of employment or credited benefits is what counts, not your deregistration date. Eligibility is checked at the date of your application. Time a return carefully, though: a new spell of mandatory insurance in any of the listed countries resets the 24-month clock from its end date, and fresh German contribution months land on your record, where they can tip you past the 60-month cap.

A caution worth reading twice: the pension office can verify EU and UK insurance periods. A refund obtained while actually living or insured in the EU or UK can be withdrawn retrospectively, reclaimed and enforced. When in doubt, ask us before filing — a short question costs nothing.

Frequently asked questions

Why can't I claim if I also hold an EU or UK passport? Because EU and UK citizens may pay voluntary German pension contributions from anywhere in the world, German law treats them as future pensioners rather than refund candidates — and the blocking effect applies even if that passport has never been used.

How do I know if I have fewer than 60 months? Every month you worked in Germany counts, even with a single insured day; unemployment-benefit periods and child-raising credits count as well. Only the official German insurance record settles the number precisely — we obtain and review the relevant account information during the managed process where required.

Do my SSS contributions in the Philippines affect the German claim? No. SSS contributions never block the German pension refund and never restart the 24-month waiting period.

What if I worked as a nurse or on a cruise ship? If your employer deducted German pension contributions from your salary, those contributions are claimable. Agency contracts and short-term employment count the same way.

Is there a minimum number of months? No minimum — even a single contribution month is claimable.

How digital is the claim? Most clients complete their entire part of our managed process digitally. One document — the Certificate of Life and Nationality we prepare — must be confirmed by a notary or another authority accepted by the responsible pension office; online notarization is often accepted, and any local certification cost is borne by you. When DRV Oldenburg-Bremen is the responsible office, you send us the signed original power of attorney and payment declaration after we prepare them. Self-filing from abroad generally means paper originals, as ordinary email is not an identity-safe filing route.

Do I need a German bank account? No. Payment runs through our German partner law firm's escrow account; after the agreed fee is deducted, the balance goes to whichever account you nominate — Philippine accounts included. Account-holder checks, international sanctions and banking restrictions can limit where — and in which currency — the money can be sent.

How much does it cost? 9.75% of the amount recovered, capped at €2,500 including VAT. Nothing upfront and no minimum fee; the cap covers the agreed managed administrative scope, including our partner law firm's support within that scope. Separate representation in an objection, appeal or court proceeding is not included automatically. No refund, no fee.

Can I return to Germany after getting my refund? Yes. The refund settles your past contribution record; if you work in Germany again later, a new pension record starts from zero.

Peace of mind

I want to take this moment to share how thankful I am for my experience with Germany Pension Refund.
When I first started this process, I honestly didn’t know what to expect. It felt overwhelming at times, and I had a lot of questions. But from the very beginning, my case manager Julia made me feel supported and at ease. She was patient, kind, and always willing to explain things clearly whenever I needed help.
What truly amazed me was how smoothly everything went. From the time Julia forwarded all my documents to the German Pension System, it only took about 2 months for the approval. I didn’t expect it to happen that quickly, and it was such a blessing.
More than just the result, I truly appreciated how responsive and caring Julia was throughout the entire process. She never made me feel like just another case  she treated me with respect and genuine concern.
I’m very grateful for her help and for the service provided by Germany Pension Refund. This experience gave me peace of mind, and I would sincerely recommend them to anyone going through the same process.
